A 26-year-old school teacher is the first announced Republican candidate for County Commission District 4.

Robert C. Schenck III, a Hernando County social studies teacher of homebound students, announced his intention Thursday to the county's Republican Executive Committee.

"I want to make a positive impact on the county that I love and I live in," said Schenck. "I think I could do a capable job."

He faces a potentially packed field. Former Republican commissioners Paul Sullivan and Ray Lossing also have expressed interest in the seat currently held by commission Chairman Chris Kingsley, a Democrat.

Kingsley has said he will seek a second term.

Schenck has not run for office before, and is unknown in party circles.

"I don't know anything about him," local party chairman Frank Colletti said. "It's the first time I had met the man."

Schenck taught at Central High School for three years before moving to the homebound education program.

Outside of the teachers' union and his church, he has few local affiliations.

Schenck said he wants to give residents a greater voice in county government, and if elected would hold monthly town hall meetings to talk with constituents about their concerns.

He also called for a less intrusive form of government, opposing such things as strict regulation of garage sale sign placement.

"I'm against that type of government," he said. "I want to pass ordinances that make sense for our county."

Schenck is married with one son. He said he plans to run a grass roots campaign, spending much of his effort going door-to-door.
